Senior Australian military officers have been accused of widespread physical abuse and sexual assault dating back to the 1950s in a damning report, that has led to accusations of a cover-up and calls for a public inquiry.

The confidential report, commissioned by the government, outlines more than 700 complaints of brutal assaults of children as young as 13 and says paedophiles may have joined the forces to prey on young recruits.

It says senior officers, some of whom may still be serving, were involved in sexual abuse, bullying, harassment and intimidation – and that many of the victims later became perpetrators.

“During the years from the 1950s through to the early 1980s, the ADF and successive Australian governments failed to put in place adequate protections to take into account the special needs and vulnerability of boys of 13, 14, 15 and 16 years of age to protect them,” it says.

“It is certain that many boys were subjected to serious sexual and physical assault and other serious abuse … Many of the boys who suffered such abuse later participated in inflicting sexual abuse on other children in the ADF.”

Julia Gillard, the prime minister, said she was disturbed by the report and was last night considering holding a royal commission

The Government released a censored summary of the report earlier this year. Stephen Smith, the defence minister, was forced to deny covering up the extent of the abuse.

“I released enough material to make the point that these were very serious allegations, these were very concerning matters,” he said.

In the uncensored report, one complainant, named only as “John”, said he was raped by a 50-year-old corporal while serving in the air force in Victoria in 1988.

“He took me back to his room, take off my clothes and then penetrated me,” the man told ABC-TV. “He also raped and sexually abused other minors in the air force at the time. There was an investigation, I was the whistle-blower regarding the incidents. He was discharged. … and consequently – I was 18 at the time – they also wanted me discharged.”

The report, prepared by a law firm, was commissioned by the government after a string of Australian military scandals, including a case last year in which an 18-year-old female officer cadet was secretly filmed having sex with a colleague while other cadets watched via Skype. An executive summary was released this week under freedom of information laws. It proposes various measures including an apology, compensation and a royal commission to determine whether men who committed rape – or did nothing about it – were still serving.

“There is a risk that [the] perpetrators now hold middle and senior management position within the ADF and there is a risk that those that witnessed abuse and did not report what they witnessed now hold middle and senior management positions within the ADF,” it says.

The newly-released 25-page report says that the practice of bastardisation – initiation ceremonies – was brutal, rife and “tacitly accepted” at the Royal Military College, Duntroon, the army’s officer training college in Canberra.

“While it seems to have been tacitly accepted as part of ADF life, it should be noted that the conduct engaged in was very frequently brutal and would have been likely to attract criminal sanctions if practised in the civil community,” the report says. “The choice was to join in bashing and assaults on other boys or young males or to continue to be the target of such abuse.”

Australia’s Navy accepted recruits as young as 13 until the late 1960s, while all three branches accepted recruits as young as 15 until the 1980s. The minimum age now is 17.

Scahill sat with Reason’s Matt Welch for an extended conversation about the book and movie, which thoroughly investigate the way America conducts its covert wars in the post-9/11 world, and how Barack Obama’s embrace of drone strikes, rendition and targeted assassination have cemented the policies of the Bush Administration which declared the entire world “a battlefield.”

There is a war on true journalism in the United States. There is corruption at every turn plaguing the Obama administration, from Fast and Furious gun running to the Benghazi stand-down.

However, almost just as chilling is the new way in which the United States Federal government deals with true journalism that prints leaked information and legitimately attempts to expose the corruption.

In recent weeks it has come out that there has been illegal phone hackings, email monitoring, and arrests by the Department of Justice. From the Associated Press to Fox; the war on journalism has been quietly raging.

Google, which has received CIA funds as exposed by CIA case officer Robert Steele back in 2006, turned over the private emails of Fox reporter James Rosen.

The war on whistleblowers is at an all time high. The Obama administration, using world war one espionage laws have cracked down and prosecuted more whistleblowers than all previous administrations combined. This, in spite of the fact that it is both legal and lawful to expose illegal activity in government via the Whistleblower Protection Act (WPA) of 1989 which allowed for whistle blowing when he/she “reasonably believes evidences a violation of a law, rule or regulation; gross mismanagement; gross waste of funds; an abuse of authority; or a substantial and specific danger to public health or safety.”

But, we are not to worry as those responsible for such illegal activity and war on the first amendment “Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.”

Eric Holder (head of the Department of Justice) has been assigned the task of investigating Eric Holder’s illegal activity. Alternative media is always here brining the truth into the mainstream and creating conversations on the illegal activity of government, if the government still served the people, would be completely transparent. Instead, we live in a world where the government keeps secrets, and the public is spied on.
