Senior Australian military officers have been accused of widespread physical abuse and sexual assault dating back to the 1950s in a damning report, that has led to accusations of a cover-up and calls for a public inquiry.

The confidential report, commissioned by the government, outlines more than 700 complaints of brutal assaults of children as young as 13 and says paedophiles may have joined the forces to prey on young recruits.

It says senior officers, some of whom may still be serving, were involved in sexual abuse, bullying, harassment and intimidation – and that many of the victims later became perpetrators.

“During the years from the 1950s through to the early 1980s, the ADF and successive Australian governments failed to put in place adequate protections to take into account the special needs and vulnerability of boys of 13, 14, 15 and 16 years of age to protect them,” it says.

“It is certain that many boys were subjected to serious sexual and physical assault and other serious abuse … Many of the boys who suffered such abuse later participated in inflicting sexual abuse on other children in the ADF.”

The Government released a censored summary of the report earlier this year. Stephen Smith, the defence minister, was forced to deny covering up the extent of the abuse.

“I released enough material to make the point that these were very serious allegations, these were very concerning matters,” he said.

In the uncensored report, one complainant, named only as “John”, said he was raped by a 50-year-old corporal while serving in the air force in Victoria in 1988.

“He took me back to his room, take off my clothes and then penetrated me,” the man told ABC-TV. “He also raped and sexually abused other minors in the air force at the time. There was an investigation, I was the whistle-blower regarding the incidents. He was discharged. … and consequently – I was 18 at the time – they also wanted me discharged.”

The report, prepared by a law firm, was commissioned by the government after a string of Australian military scandals, including a case last year in which an 18-year-old female officer cadet was secretly filmed having sex with a colleague while other cadets watched via Skype. An executive summary was released this week under freedom of information laws. It proposes various measures including an apology, compensation and a royal commission to determine whether men who committed rape – or did nothing about it – were still serving.

“There is a risk that [the] perpetrators now hold middle and senior management position within the ADF and there is a risk that those that witnessed abuse and did not report what they witnessed now hold middle and senior management positions within the ADF,” it says.

The newly-released 25-page report says that the practice of bastardisation – initiation ceremonies – was brutal, rife and “tacitly accepted” at the Royal Military College, Duntroon, the army’s officer training college in Canberra.

“While it seems to have been tacitly accepted as part of ADF life, it should be noted that the conduct engaged in was very frequently brutal and would have been likely to attract criminal sanctions if practised in the civil community,” the report says. “The choice was to join in bashing and assaults on other boys or young males or to continue to be the target of such abuse.”

Australia’s Navy accepted recruits as young as 13 until the late 1960s, while all three branches accepted recruits as young as 15 until the 1980s. The minimum age now is 17.

Joining host, New Zealand broadcaster and author, Ray Waru (book link), discussed intriguing stories from New Zealand archives. He was given access to thousands of boxes that included records of secret tsunami-causing weapons, grisly exhibits from murder trials, and famous UFO sightings. Waru uncovered documents about ‘Project Seal,’ a joint US-New Zealand effort begun in 1944 to potentially create huge tsunami or tidal waves that could damage coastal cities or military sites. A US naval officer named Gibson came up with the idea when he noticed that unexpectedly large waves were produced when using explosions to clear coral reefs for military installations.

Some 4,000 experimental explosions were conducted off New Caledonia island, and while the tests showed promise using an array of explosions near the surface, its use as a tsunami weapon was shelved after the nuclear attacks on Japan, he recounted, suggested that the procedure had likely been developed for potential use against Japan during WWII. Waru delved into documents about UFO sightings in New Zealand that dated as far back as 1909, when a kind mystery “airship” described as a long black object was repeatedly seen. The pilot/adventurer Francis Chichester, who conducted the first solo flight between New Zealand and Australia in 1931, told of an encounter with a “dull grey-white airship” that almost collided with him during the flight.

Waru detailed the 1978 Kaikoura Lights sightings, in which pilots saw unexplained lights that seemed to move around their aircraft, and the objects were tracked by Wellington radar. Subsequently, a TV crew took the same route as the original flight, and saw and captured the mysterious lights on film, he reported. He also spoke about viewing a letter written by the great 18th century navigator Capt. James Cook, the treatment of the Maori in New Zealand, and a dolphin that guided ships in a stretch of water between two islands.

Ray Waru has been involved in the television and radio industries for more than 30 years. He joined Television New Zealand in 1977 and directed and produced such local favorites as ‘Fair Go’ and ‘Country Calendar’. In 1980 he established the first dedicated Maori television production unit in TVNZ which created a stream of primetime Maori and Pacifica series and documentaries. In 1989 he was appointed chief executive of the Aotearoa Maori Radio Trust and established a network of Maori radio stations throughout the country.

In recent years he has produced documentary projects on many subjects and worked with a diverse range of people including Alan Duff and Kiri Te Kanawa. In 2000, Waru co-produced the six-part history documentary series Our People, Our Century, which won Best Factual Series at the New Zealand Television Awards and in 2005 made the 13-part history of New Zealand, Frontier of Dreams, which won awards at the Houston International Film Festival and the US International Film and Video Festival. Waru has been involved with a range of organizations including the Peace Foundation, and has judged the Maori Record of the Year.

The tsunami bomb was an attempt during World War II to develop a tectonic weapon that could create destructive tsunamis. The project commenced after US Navy officer E.A. Gibson noticed small waves generated by explosions used to clear coral reefs. The idea was developed by the United States and New Zealand military in a programme code named Project Seal.

Tests were conducted by Professor Thomas Leech, of the University of Auckland, in Whangaparaoa off the coast of Auckland and off New Caledonia between 1944 and 1945. British and US defence chiefs were eager to see it developed, and it was considered potentially as important as the atomic bomb. It was expected to cause massive damage to coastal cities or coastal defences.

The weapon was only tested using small explosions and never on a full scale. 3,700 test explosions were conducted over a seven-month period. The tests revealed that a single explosion would not produce a tsunami, but concluded that a line of 2,000,000 kg (4,400,000 lb) of explosives about 8 km (5.0 mi) off the coast could create a destructive wave

I had a truly mind blowing experience while on vacation in Sydney at 2230 hours. I arrived at Erskineville station to catch a train home after meeting with a friend who lived locally. As I approached the station I noticed a light in the sky which I took to be a jet plane. I got to the station and noticed the lights again. They began acting strangely, such as flying in a formation at high speed from behind this tall building, shrinking and growing in size in the sky above Erskineville rail station. I put together a slideshow consisting of images I captured on the night and text describing my experience that warm January evening. You can access it here – I heard no sound from the objects whatsoever. Object changed size from a relatively small triangle formation consisting of three lights to a much larger one while retaining the original triangle shape it started out as.

I witnessed the objects/lights on the concourse level of the rail station. It was relatively clear skies with few clouds dotted around. I experienced confusion. Mostly shock and fright! I saw a guy wearing shorts, slippers and I believe a robe of some sort, not a bathrobe. He looked as if he had rushed out his house to look at something of interest, due to his appearance. I noticed him behind me to the right about 20 feet away. He was looking in the direction of the lights. I wondered at the time, if he was there to meet someone arriving on a train or just there to view the lights.
