FIREBALL” PHENOMENON

NUFORC has posted approximately 780 new, and amended, reports, as of Friday, July 5th. Peter Davenport has received a large number of reports of red and orange “orbs” or “fireballs” in his reports. Peter states, “Our strong impression is that most of the reports submitted for that date this year are not the result of firework displays.” Since June 2012, NUFORC has been inundated with reports of clusters of red, orange, or yellow “fireballs,” for absence of a better term. We are very interested in this continuing phenomenon, even though we have absolutely no idea what the objects are. We recognize that in some cases, the luminous objects may be so-called “Chinese lanterns.” However, some characteristics of the objects strongly militate against that explanation”

One of the telephoned reports of orange “fireballs” we have received for July 4th was submitted by a former U. S. astronaut and Space Shuttle crew member. We are awaiting follow-up written reports from the three members of his family who observed the object(s), and we will post those reports as quickly as we can. The witness has stated that he is prepared to be identified publicly, and he probably will appear as a guest on a radio program, to describe his sighting.

Editor’s Note: We strongly suspect these fireballs represent a new presence in our skies. MUFON and UFOs Northwest have also received large numbers of similar reports.

I am off on a short trip for a few days and need someone to come and help me with the camera work. It is going to be a pretty uncomfortable 2 or 3 days so be warned in advance. You need to cover your own travel costs etc as I just have enough to cover mine and expect we may end up sleeping out in airport lobbies and benches for one night (or two) because finances do not allow luxury hotel living so expect to come back tired and disheveled but wiser and with some great personal footage too. ADDED BONUS: Remember the last field trip I did to Patmos (Where the Lord Jesus led me to find the face of Apollyon carved in the Cave of the Apocalypse) I ended up in hospital for 9 days in the infectious diseases unit with blood poisoning (you could be sharing the bed next to me in hospital this time too (or worse)! Should be fun as well as being a serious field trip.

Lawrence Lessig: Big Brother’s Prying Eyes

Whatever your take on the recent revelations about government spying on our phone calls and Internet activity, there’s no denying that Big Brother is bigger and less brotherly than we thought. What’s the resulting cost to our privacy — and more so, our democracy? Lawrence Lessig, professor of law and director of the Edmond J. Safra Center for Ethics at Harvard University and founder of Stanford Law School’s Center for Internet and Society, discusses the implications of our government’s actions, Edward Snowden’s role in leaking the information, and steps we must take to better protect our privacy.

“Snowden describes agents having the authority to pick and choose who they’re going to be following on the basis of their hunch about what makes sense and what doesn’t make sense. This is the worst of both worlds. We have a technology now that gives them access to everything, but a culture if again it’s true that encourages them to be as wide ranging as they can,” Lessig tells Bill. “The question is — are there protections or controls or counter technologies to make sure that when the government gets access to this information they can’t misuse it in all the ways that, you know, anybody who remembers Nixon believes and fears governments might use?”

Few are as knowledgeable about the impact of the Internet on our public and private lives as Lessig, who argues that government needs to protect American rights with the same determination and technological sophistication it uses to invade our privacy and root out terrorists.

“If we don’t have technical measures in place to protect against misuse, this is just a trove of potential misuse…We’ve got to think about the technology as a protector of liberty too. And the government should be implementing technologies to protect our liberties,” Lessig says. “Because if they don’t, we don’t figure out how to build that protection into the technology, it won’t be there.”

“We should recognize in a world of terrorism the government’s going to be out there trying to protect us. But let’s make sure that they’re using tools or technology that also protects the privacy side of what they should be protecting.”

A former conservative who’s now a liberal, Lessig also knows that the caustic impact of money is another weapon capable of mortally wounding democracy. His recent book, Republic, Lost: How Money Corrupts Congress — and a Plan to Stop It, decries a pervasive “dependence corruption” in our government and politics that should sound a desperate alarm for both the Left and the Right. Here, Lessig outlines a radical approach to the problem that uses big money itself to reform big money-powered corruption.

When Disclosure Serves Secrecy

Ending the secrecy surrounding the UFO/ET subject is a laudable goal. It is long overdue. It would transform the world in ways both simple and profound.

And yet it is fraught with danger.

The covert projects which have been running UFO related programs for nearly 60 years are not interested in a disclosure which upsets their apple cart. They want such a disclosure to transform their apple cart into a freight train. And they potentially have the power and connections to do it.

There are multiple scenarios attending the disclosure of the UFO subject- and not all of them have the best interests of humanity at heart. Elsewhere, in the new bookExtraterrestrial Contact: The Evidence and Implications I write about the kind of disclosure the world needs. An honest one. An open one. One which replaces secrecy with democracy. A disclosure which is peaceful, scientific and hopeful.

But then there is the disclosure the powers that be would like to see: Manipulated. Calculated to consolidate power and engender fear. Configured in such a way that chaos and a deepening need for Big Brother is carefully inculcated into the masses.

We have seen the plans and it is not a pretty picture.

I write this as a warning. A warning that the wolves in sheep clothes are very cunning indeed. And have almost limitless resources. Most who work with them do not even know they are wolves. Indeed, it is likely that many of the wolves have been convinced that they are sheep.

The UFO matter is not so much a mystery as a matter deliberately obfuscated and mystified. Confusion and a lack of clarity serves the larger covert goal of keeping it off the long-range radar of society while power and plans are consolidated quietly. And the one thing more dangerous to society than all this secrecy is a planned, contrived disclosure run by the keepers of the secrets.

For years such plans have been made – to be unfurled at just the right time. During a time of great expectation. Of social confusion. Perhaps of millennial madness?

I have personally met with a number of people who are very involved with such plans. I do not speculate here. Be aware: The disclosure of UFO reality is being planned very carefully. It will assiduously follow a scheme to spin the subject in just the right way – the only way which will further redound to the glory and power of the secret-keepers. It will be a false disclosure – one born out of the age-old bane of human existence: selfishness and greed. Greed for power. Greed for control. Greed for domination.

We must be mature and informed on such matters. Only a vigilant and informed public can see through such deceit – and correct it should such a plan be unfurled. Every citizen needs to know that great good can come from the truth being known. But the mature citizen must also recognize that the ‘truth’ can be spun and spun again – until the goals of those who crave secret and overt power are met.

Consider: One scenario for disclosure is that the UFO and Extraterrestrial subject is acknowledged in a way which is scientific and hopeful. Excessive secrecy which lacks executive branch and congressional oversight is ended. Humanity begins to entertain open contact with other civilizations, with peaceful engagement as the goal. Technologies which are currently suppressed are allowed to be disseminated: Pollution ends. An economy of abundance and social justice is firmly established. Global environmental destruction and mind-numbing world poverty become a faint memory. Zero-point based energy devices transform the world. Electro-gravitic devices permit above ground travel without paving over the world’s precious fertile farm land. As an ET once told Colonel Philip Corso, “Its a new world, if you can take it…”. This is the disclosure which we are working for.

But the disclosure envisioned above could have happened in 1950. It did not – Why? For such a disclosure would lead to the total transformation of the status quo. Centralized energy systems would be obsolete. Oil would be useful only for lubricants and synthetics. The geo-political order of today would be a thing forgotten: Every country and people on Earth would have such a high degree of progress and advancement that all nations would have a seat at the global table. Power would need to be shared. Peaceful acknowledgment of life from elsewhere would make the Earth seem like the very small, organic homeland which it is. The vast trillion dollar global military – industrial sector would be reigned in. And a universal spirituality might dawn…

But remember, there are hugely powerful interests who dread this scenario. For them, it is the end of the world as they know it. The end of centralized, elite power. The end of a controlled geo-political order which today leaves nearly 90% of the people of Earth barely one step out of the stone age. And they do not wish to share the power they wield.

Now, let me describe the ‘disclosure’ which would make these covert control programs happy. This is the false or contrived ‘disclosure’ which has only one clear goal: The further consolidation of their power and their paradigm. It has to do with fear, not love. With war, not peace. With division and conflict, not unity. It is the dominant paradigm – but it is slipping away slowly. And a carefully orchestrated disclosure of the ‘facts’ of the UFO and ET subject could secure their power. This is the disclosure which is to be dreaded. This is the disclosure to watch out for. This is the disclosure which is already occurring.

My meetings over the past 9 years with covert operatives who have worked on UFO related programs have introduced me to some characters right out of a spy novel – and then some. Whether in private high tech industry, at the Pentagon or at a midnight meeting in a private mansion, a theme has emerged. It is one of immense, though currently hidden, power. It transcends government as we know it (at this point the government of ‘We the people…’ has been made irrelevant on this issue). And the theme has two main strands – the eventual covert militarization of the ET subject and a weird covert religious strain which can only be viewed as bizarre.

Here, we find some very strange bed-fellows indeed. War mongers and militarists in cahoots with industrialists who share a certain bizarre eschatological bent: A dark view of the future, featuring an extraterrestrial Armageddon – or at least the threat of it. Such a theme supports retrograde and fanatical religious causes as well as deeply covert military-industrial plans to expand the arms race into space.

In fact, the big players in the so-called ‘civilian UFO community’ are tied into such beliefs and agendas. It strains credulity, I admit, but here is what we have found by penetrating these operations.

From a military-industrial perspective, the disclosure of choice is one which frames the UFO/ET issue in a threatening manner. If a threat from space can be established (as President Reagan liked to say) then the entire world can be united around the need to fight such a threat. This would ensure trillion dollar plus military – industrial spending well into the next century, and beyond. If you think the cold war was costly, wait until you see the price tag for this ‘protection’ from the ‘threats’ in space: The trillions spent on the cold war will look like a blue light special.

Retrograde and fanatical religious groups, similarly, have great vested interests in fulfilling the promise of Armageddon. An eschatological paradigm, well enshrined in the belief systems of those running covert UFO projects, is supported by the portrayal of a cosmic conflict in the heavens. Voila! We have the necessity of spinning the UFO/ET issue in the evil invading aliens (translates in religious terms as demons) direction. Indeed, this has already been accomplished, courtesy of the ‘civilian UFO community’ and the tabloid media (swhich at this point is virtually all media…).

Additionally, there is a subtext which can only be viewed as thinly veiled racism. You will note that part of the ‘new myth’ regarding UFOs involves the ‘good ETs’ , which invariably are described as ‘Pleidians’ who are ‘handsome’ white, blue-eyed Aryan appearing types. Naturally, those ‘evil, bad ETs’ are darker, shorter, look funny and smell funny. Please. Such clap-trap would have us trade age-old human racism for an extraterrestrial variety. This nonsense and propaganda could only make Hitler proud.

In one lengthy meeting with a multi-billionaire, I was told that he gave great support to UFO activities which propel the so-called ‘alien abduction’ subject into public awareness because he wanted humanity to unite around fighting this ‘alien threat’. Later, this very influential figure informed me that he believed these demonic ETs were the cause of every setback in human history since Adam and Eve. Sound familiar?

Military interests, which are heavily involved in covert projects which hoax ET events, such as human military- related abductions, have a shared goal of demonizing the UFO/ET phenomenon. Doing so lays the foundations for the fear and dread necessary for an organized opposition to all things ET. And this subserves the longterm need to provide a rationale for an expanding global military even should world peace emerge. In fact, under this scenario, ‘world peace’, or strictly speaking peace on Earth, could be secured by the world uniting, eventually, against the ‘threat from space’ referred to by resident Reagan. (By the way, personally I believe Reagan was the victim of disinformation specialists who surrounded him and who manipulated him into the statements he made on this subject.)

Under this scenario, currently being gamed and ‘disclosed’ courtesy of the trial balloon UFO ‘community’, we would get peace on Earth – in exchange for interplanetary conflict. One step forward, ten steps back. Wonderful.

Such a false and contrived ‘disclosure of the truth’ regarding UFOs and ETs would, then, subserve agendas held by powerful covert interests in both the military-industrial sector and those of a strange collection of religious fanatics, who pine for Armageddon — and the sooner the better.

Lest the reader think such a strange amalgam of militarists and cult-like religious interests are unlikely, remember the weird views of the Third Reich. Or more recently, the views of one US Department of the Interior cabinet secretary during the Reagan years named James Watt. It was he who, not knowing a microphone was still on and recording his comments, stated in the 1980s that we did not need to worry about all these environmental problems since Armageddon was coming soon and the world would be destroyed anyway…This bizarre view, held by a man who shaped and applied policy for the Interior Department of the US Government, was later reported in the general media. At the time a comical footnote perhaps. But what does it say about the degree to which such beliefs may be shaping covert UFO policy — and specifically disclosure plans? We have found that such views — bizarre as they may seem to most — are heavily represented in covert policy development on the UFO subject.

And most disconcerting of all: This strange mixture of military cosmic saber-rattling and bizarre religious beliefs are the dominant forces shaping both the ‘civilian UFO community’ and the planned eventual ‘spin’ on UFO disclosure. Let the buyer beware.

To the rational and intellectual, such views seem ridiculous. Why, you might ask, would anyone want a cosmic war in space, an Armageddon and the destruction of the Earth? To comprehend this, you have to get inside the head of people who hold such beliefs – people like James Watt. In his case, why worry about a little bit of deforestation, air pollution and areas of dead oceans if the entire world is going to be destroyed in a couple of years anyway?

But the thinking goes further than this. Because such fanatical thinking has within it the concept that as a result of the Armageddon we will see the return of Christ- and with it the good people’s salvation. Now, people are free to believe what they want. But what we have found is a deliberate influencing of covert policy on UFOs by such beliefs. Some of these people want Armageddon – and they want it ASAP.

Strictly speaking, the militarists and war-mongers, itching to ‘kick some alien butt’ as it was said in the movie Independence Day, may actually only want a pretext to justify their existence and get the world to eventually spend huge sums of money on a perceived (if contrived) threat from space.

But in some cases – high up on the food chain of the covert entity running UFO secrecy – the two views meet. A place where militarism and eschatology merge. Where Star Wars and Armageddon join.

In tracing the history of both the UFO civilian community and the covert policy-making group concerned with UFOs, we have found a growing penetration of the latter into the former. So much so that at this point there are projects which ostensibly are innocent civilian initiatives but which in reality are totally controlled and financed by ‘cut-outs’ from ultra-secret projects.

Moreover, our careful penetration of such projects yielded the disturbing finding that deep-cover black project operatives are working closely with alleged civilian researchers, journalists and UFO glitterati. CIA and military intelligence operatives are working with civilian ‘think tank’ heads, alongside very wealthy business people who are eschatologists, and being advised by ‘civilian’ technologists and scientists – who are themselves proponents of bizarre religious belief systems involving the end of the world and ETs…

Thus, the new ‘chosen ones’ have been assembled. They are planning your disclosure on the UFO/ET subject. They are owned by the money whores and power brokers doing the bidding of the secret entity which runs UFO projects to begin with. And it all looks like a civilian initiative. So innocent. So well-intended. So ‘scientific’. And by the way, the sky is falling courtesy of ET and we need your money and your souls to defend against it.

Do not be deceived. You need to be awake to the darker scenarios which some would like to thrust upon the world. And you need to know that there are alternatives. If a ‘disclosure’ is unleashed on the world which is xenophobic, militaristic and terrifying, know that it comes from the spinmeisters of secrecy- regardless of how respectable the person or group may appear to be.

And remember: Part of this disclosure plan involves the use of UFO look-alike devices made by humans in an attack on Earth or military assets of Earth. This would be a well-orchestrated use of advanced human technologies to hoax an ET attack- all for the purpose of disclosing the truth with the desired military-oriented spin. In such a scenario, most of humanity will be deceived into believing the threat from space has arrived – and that we must fight it at all costs. This is nothing more than long-term social security for the military-industrial complex. There must be people who can expose this fraud.

But why should we wait for these darker scenarios to be unleashed on an unsuspecting world?

Here is another idea: Why don’t ‘we the people’ unite and launch a disclosure which resembles the first one described above. An honest one. One which leads to peace, not war. To a sustainable and beautiful world, free of pollution and brimming with abundance, of all types. One which reaches out into the unknown, instead of firing particle beam weapons into the darkness of space.

But we must embrace it, and help create it. For if we are passive, others will have their way- at least in the short run.

A former Air Force drone operator who says he participated in missions that killed more than 1,600 people remembers watching one of the first victims bleed to death Brandon Bryant says he was sitting in a chair at a Nevada Air Force base operating the camera when his team fired two missiles from their drone at three men walking down a road halfway around the world in Afghanistan. The missiles hit all three targets, and Bryant says he could see the aftermath on his computer screen – including thermal images of a growing puddle of hot blood.

“The guy that was running forward, he’s missing his right leg,” he recalled. “And I watch this guy bleed out and, I mean, the blood is hot.” As the man died his body grew cold, said Bryant, and his thermal image changed until he became the same color as the ground.

“I can see every little pixel,” said Bryant, who has been diagnosed with post-traumatic stress disorder, “if I just close my eyes.”

Bryant, now 27, served as a drone operator from 2006 to 2011, at bases in Nevada, New Mexico and in Iraq, guiding unmanned drones over Iraq and Afghanistan and taking part in missions that he was told led to the deaths of an estimated 1,626 individuals. .In an interview with NBC News, he provided a rare first-person glimpse into what it’s like to control the controversial machines that have become central to the U.S. effort to kill terrorists.

He says that as an operator he was troubled by the physical disconnect between his daily routine and the violence and power of the faraway drones. “You don’t feel the aircraft turn,” he said. “You don’t feel the hum of the engine. You hear the hum of the computers, but that’s definitely not the same thing.”

At the same time, the images coming back from the drones were very real and very graphic.

“People say that drone strikes are like mortar attacks,” Bryant said. “Well, artillery doesn’t see this. Artillery doesn’t see the results of their actions. It’s really more intimate for us, because we see everything.”

A self-described “naive” kid from a small Montana town, Bryant joined the Air Force in 2005 at age 19. After he scored well on tests, he said a recruiter told him that as a drone operator he would be like the smart guys in the control room in a James Bond movie, the ones who feed the agent the information he needs to complete his mission.

He trained for three and a half months before participating in his first drone mission. Bryant operated the drone’s cameras from his perch at Nellis Air Force base in Nevada as the drone rose into the air just north of Baghdad.Bryant and the rest of his team were supposed to use their drone to provide support and protection to patrolling U.S. troops. But he recalls watching helplessly as insurgents buried an IED in a road and a U.S. Humvee drove over it.

“We had no way to warn the troops,” he said. He later learned that three soldiers died.

Electromagnetic fields and public health: radars and human health

Radar systems detect the presence, direction or range of aircraft, ships or other, usually moving objects. This is achieved by sending pulses of high frequency electromagnetic fields (EMF). Invented some 60 years ago, radar systems have been widely used for navigation, aviation, national defence and weather forecasting. Their primary objective is individual and collective safety and protection.

People who live or routinely work around radars have expressed concerns about long-term adverse effects of these systems on health, including cancer, reproductive malfunction, cataracts and changes in behaviour or development of children. A recent example has been the alleged increase in testicular cancer in police using speed control hand-held radar “guns”.

It is important to distinguish between perceived and real dangers that radars pose, as well as to understand the rational behind existing international standards and protective measures used today.

EMF emissions
Radars usually operate at radio frequencies (RF) between 300 MHz and 15 GHz. They generate EMFs that are called RF fields. RF fields within this part of the electromagnetic spectrum are known to interact differently with human body.

RF fields below 10 GHz (to 1 MHz) penetrate exposed tissues and produce heating due to energy absorption. The depth of penetration depends on the frequency of the field and is greater for lower frequencies. Absorption of RF fields in tissues is measured as a Specific Absorption Rate (SAR) within a given tissue mass. The unit of SAR is watts per kilogram (W/kg). SAR is the quantity used to measure the “dose” of RF fields between about 1 MHz and 10 GHz.

An SAR of at least 4 W/kg is needed to produce known adverse health effects in people exposed to RF fields in this frequency range.
RF fields above 10 GHz are absorbed at the skin surface, with very little of the energy penetrating into the underlying tissues. The basic dosimetric quantity for RF fields above 10 GHz is the intensityof the field measured as power density in watts per square metre (W/m2) or for weak fields in milliwatts per square metre (mW/m2) or microwatts per square metre (µW/m2).

Exposure to RF fields above 10 GHz at power densities over 1000 W/m2 are known to produce adverse health effects, such as eye cataracts and skin burns.
Human exposure
The power that radar systems emit varies from a few milliwatts (police traffic control radar) to many kilowatts (large space tracking radars). However, a number of factors significantly reduce human exposure to RF generated by radar systems, often by a factor of at least 100:

Radar systems send electromagnetic waves in pulses and not continuously. This makes the average power emitted much lower than the peak pulse power.
Radars are directional and the RF energy they generate is contained in beams that are very narrow and resemble the beam of a spotlight. RF levels away from the main beam fall off rapidly. In most cases, these levels are thousands of times lower than in the main beam.
Many radars have antennas which are continuously rotating or varying their elevation by a nodding motion, thus constantly changing the direction of the beam.
Areas, where dangerous human exposure may occur are normally inaccessible to unauthorized personnel.
Radar sources
Some of the common types of radars encountered in daily life include:

Air traffic control radars are used to track the location of aircraft and to control their landing at airports. They are generally located at elevated positions where the beam is inaccessible to persons on the ground. Typical air traffic control radars can have peak powers of 100 kW or more, but average powers of a few hundred watts. Under normal operating conditions, these systems pose no hazard to the general public.

Weather radars are often co-located with air traffic control radars in remote areas at airports. They operate at higher frequencies but generally have lower average and peak powers. As with air traffic control radars, under normal conditions, they pose no hazards to the general public.

Military radars are numerous and vary from very large installations, which have large peak (1 MW or greater) and average powers (kW), to small military fire control radars, typically found on aircraft. Large size radars often evoke concern in communities living around them. However, because its power is radiated over a large surface area, the power densities associated with these systems vary between 10 and 100 W/m2 within the site boundary. Outside the site boundary RF field levels are usually unmeasurable without using sophisticated equipment. However, small military fire control radars on aircraft can be hazardous to ground personnel. These units have relatively high average powers (kW) and small area antennas, making it possible to have power densities up to 10 kW/m2. Members of the general public would not be exposed to these emissions because during ground testing of radars access to these areas by all personnel is prohibited. The military also use most other types of radars described below.

Marine radars can be found on small pleasure boats to large ocean going vessels. Peak powers of these systems can reach up to 30 kW, with average powers ranging from 1 to 25 W. Under normal operating conditions, with the antenna rotating, the average power density of the higher power systems within a metre of the antenna is usually less than 10 W/m2. In accessible areas on most watercraft, these levels would fall to a few percent of present public RF exposure standards.

Speed control radars are hand-held by police in many countries. The average output power is very low, a few milliwatts, and so the units are not considered hazardous to health, even when used in very close proximity to the body.

Possible health effects
Most studies conducted to date examined health effects other than cancer. They probed into physiological and thermoregulatory responses, behavioural changes and effects such as the induction of lens opacities (cataracts) and adverse reproductive outcome following acute exposure to relatively high levels of RF fields. There are also a number of studies that report non-thermal effects, where no appreciable rise in temperature can be measured.

Cancer-related studies: Many epidemiological studies have addressed possible links between exposure to RF and excess risk of cancer. However, because of differences in the design and execution of these studies, their results are difficult to interpret. A number of national and international peer review groups have concluded that there is no clear evidence of links between RF exposure and excess risk of cancer. WHO has also concluded that there is no convincing scientific evidence that exposure to RF shortens the life span of humans, or that RF is an inducer or promoter of cancer. However, further studies are necessary.

Thermal effects: RF fields have been studied in animals, including primates. The earliest signs of an adverse health consequence, found in animals as the level of RF fields increased, include reduced endurance, aversion of the field and decreased ability to perform mental tasks. These studies also suggest adverse effects may occur in humans subjected to whole body or localized exposure to RF fields sufficient to increase tissue temperatures by greater than 1°C. Possible effects include the induction of eye cataracts, and various physiological and thermoregulatory responses as body temperature increases. These effects are well established and form the scientific basis for restricting occupational and public exposure to RF fields.

Non-thermal effects: Exposure to RF levels too low to involve heating, (i.e., very low SARs), has been reported by several groups to alter calcium ion mobility, which is responsible for transmitting information in tissue cells. However, these effects are not sufficiently established to provide a basis for restricting human exposure.

Pulsed RF fields: Exposure to very intense pulsed RF fields, similar to those used by radar systems, has been reported to suppress the startle response and evoke body movements in conscious mice. In addition, people with normal hearing have perceived pulse RF fields with frequencies between about 200 MHz and 6.5 GHz. This is called the microwave hearing effect. The sound has been variously described as a buzzing, clicking, hissing or popping sound, depending on the RF pulsing characteristics. Prolonged or repeated exposure may be stressful and should be avoided where possible.

RF shocks and burns: At frequencies less than 100 MHz, RF burns or shock may result from charges induced on metallic objects situated near radars. Persons standing in RF fields can also have high local absorption of the fields in areas of their bodies with small cross sectional areas, such as the ankles. In general, because of the higher frequencies that most modern radar systems operate, combined with their small beam widths, the potential for such effects is very small.

Electromagnetic interference: Radars can cause electromagnetic interference in other electronic equipment. The threshold for these effects are often well below guidance levels for human exposure to RF fields. Additionally, radars can also cause interference in certain medical devices, such as cardiac pacemakers and hearing aids. If individuals using such devices work in close proximity to radar systems they should contact manufacturers to determine the susceptibility of their products to RF interference.

Ignition of flammable liquids and explosives: RF fields can ignite flammable liquids and explosives through the induction of currents. This is a rare occurrence, and normally of most concern where there is a large concentration of radars, such as on board a naval ship where measures are taken to prevent such effects.

International standards
Exposure limits for RF fields are developed by international bodies such as the International Commission on Non-Ionizing Radiation Protection (ICNIRP). ICNIRP is a non-governmental organization formally recognised by WHO. The Commission uses health risk assessments developed in conjunction with WHO to draft their guidelines on exposure limits. The ICNIRP guidelines protect against all established RF health effects and are developed following reviews of all the peer-reviewed scientific literature, including reports on cancer and non-thermal effects. Environmental RF levels from radars, in areas normally accessible to the general public, are at least 1,000 times below the limits for continuous public exposure allowed by the ICNIRP guidelines, and 25,000 times below the level at which RF exposure has been established to cause the earliest known health effects.

Protective measures
The aim of protective measures is to eliminate or reduce human exposure to RF fields below acceptable limits. An extensive program of measurement surveys, hazard communication, coupled with effective protective measures, is required around all radar installations. In most countries, comprehensive documentation is prepared, including an environmental impact statement, before a radar system can be constructed.

Following construction of the radar facility, site surveys should be performed to quantify RF field levels in the area. While extremely high RF field levels can be measured directly in front of a radar, in most cases levels in public areas are not easily measurable. In order to prevent both workers and the general public from entering areas where the RF levels are above the limits, both engineering and administrative controls are used.

Engineering controls include interlocks, electronic means to exclude the radar pointing in certain areas, and shielding.
Administrative controls include audible and visible alarms, warning signs, and restriction of access through barriers, locked doors, or limiting access time to radar.
When engineering and administrative controls do not suffice, workers should use personal protective equipment to ensure compliance with exposure standards. Conductive suits, gloves, safety shoes and other types of personal protective equipment for RF fields are now commercially available.

They should be used with great care, since the attenuation properties of the material used to make this protective equipment can vary dramatically with frequency. Only when the attenuation properties of the equipment is known at the frequency in question can they be used reliably.
Special care should be exercised with RF safety glasses since any metal may enhance local fields by acting as a receiving antenna.
There are no exposure situations where members of the general public need to use protective equipment for RF fields from radars.
In recent years, clothing and other materials have appeared on the consumer market claiming to have RF shielding properties, and directing their claims to “sensitive” members of the general population, such as pregnant women. The use of these types of products is unnecessary and should be discouraged. They offer no effective RF shielding, and there is no need for these devices.
Human exposure to EMF emitted by radar systems is limited by international standards and protective measures, which were adopted on the basis the currently available scientific evidence. In summary:

RF fields cause molecules in tissue to vibrate and generate heat. Heating effects could be expected if time is spent directly in front of some radar antennas, but are not possible at the environmental levels of RF fields emanating from radar systems.
To produce any adverse health effect, RF exposure above a threshold level must occur. The known threshold level is the exposure needed to increase tissue temperature by at least 1oC. The very low RF environmental field levels from radar systems cannot cause any significant temperature rise.
To date, researchers have not found evidence that multiple exposures to RF fields below threshold levels cause any adverse health effects. No accumulation of damage occurs to tissues from repeated low level RF exposure.
At present, there is no substantive evidence that adverse health effects, including cancer, can occur in people exposed to RF levels at or below the limits set by international standards. However, more research is needed to fill certain gaps in knowledge.
